Delwar Hossain established the Knowledge and Resources Foundation (KRF), Dhaka Bangladesh in 1 January 2022. He is the founder President of the Foundation which launched the Center for Bangladesh and Global Affairs (CBGA) on 1 January 2022 as a specialized initiative for supporting, promoting and building international relations of Bangladesh. Dr. Delwar is the founding Chair of the CBGA. Delwar pursued his primary and secondary education in his village and district town. Later, he moved to Dhaka College, Dhaka for his higher secondary education. Delwar enrolled in the Department of International Relations at the University of Dhaka as an undergraduate student. He did his Master’s in International Relations from the University of Dhaka, Bangladesh. While studying as undergraduate and graduate students at the University of Dhaka, he was the resident student of Shahid Sergeant Zahurul Huq Hall during days of autocratic ruler, Ershad. He finished his academic career from the University of Dhaka with brilliant results.

Delwar started his professional career as a researcher at the Bangladesh Institute of International and Strategic Studies (BIISS), Dhaka, Bangladesh in 1994. Subsequently, he joined the Department of International Relations, University of Dhaka as a Lecturer.  As an Assistant Professor, he moved to Japan to pursue his second Master’s degree in Asia Pacific International Relations from International University of Japan (IUJ), Japan. He did his second Master’s as an Asian Development Bank (ADB) Scholar. He performed outstanding results at IUJ for which he received Dean’s Award in 2001. Delwar earned his Ph.D. in global and intercultural studies from Ferris University in Yokohama, Japan as a Monbukagakusho scholar in 2007.

Dr. Delwar became Professor of International Relations, University of Dhaka, Bangladesh in 2009. Apart from teaching as Professor, Dr. Delwar served in various academic and administrative positions in the University of Dhaka. Delwar was the Chair of the Department of International Relations, University of Dhaka during 2009-2012. He established the East Asia Study Center, University of Dhaka in 2014. He served as the Director of Centre for Genocide Studies (CGS) at the University of Dhaka. He was the Provost of Shahid Sergeant Zahurul Huq Hall, Dhaka University during 2016-2022. Delwar was a Senate Member of the University of Dhaka during 2016-2019. Delwar was a Visiting Professor to the University of Yamaguchi University, Yamaguchi, Japan during 2017-2019. He also received fellowships from Konrad-Adenauer-Stiftung (KAS), Ford Foundation, and Japan Foundation. He has contributed research projects supported by international agencies such as UNDP, CIDA, USAID, KAS, and Japan Foundation. He joined as a Member of Bangladesh Public Service Commission in February 2022.

Dr. Delwar has great enthusiasm in research and knowledge driven activities. He is deeply committed to contribute to policy arena involving diplomatic, security and development affairs for Bangladesh and global community. He published five books and more than one hundred articles and papers in the areas of foreign policy, international diplomacy, globalization, regional cooperation, security and strategic analysis, peace and conflict management, civil society and human security, areas studies with special focus on South Asia, East Asia and Japan.
